Converting an automatic Neon to a manual is really not that difficult, at least from my perspective. The bodyshell I resurrected my '95 ACR 4 door with was originally a stolen and stripped base automatic car. Here's what needs to be changed, so everyone can decide whether its worth the effort:

manual trans
clutch assembly with flywheel
Clutch cable
manual car's computer
manual transmission pedal assembly
Shifter assembly
Shift cable gasket (to floorpan)
shift cables

I'm not sure, but the halfshafts may be different. Without the halfshafts, this looks like about $2000 worth of parts, new. Best bet is to get a donor manual wrecked car. Mine didn't have a drivetrain in it when I bought it. Donor cars work well because all the small items like sensors and bracketry that you may need are already there.
